Safety deficiencies on board the Navark Faucun Millenium

On 27 June 2024, at approximately 1500, the shuttle Navark Faucon Millenium, with 38 passengers and 2 crew members on board, collided with a pleasure craft carrying 6 people. The collision took place on the St. Lawrence River, off Longueuil’s municipal beach, just west of buoy MT68. The Transportation Safety Board of Canada (TSB) investigation into this occurrence (M24C0142) is ongoing.

The TSB may communicate safety deficiencies during the course of an investigation. This communication aims to ensure that those best able to take remedial action and effect the required change are made aware of safety deficiencies in a timely manner. As the TSB is not a regulator, the identified deficiencies are related to safety and not necessarily to regulatory compliance.

The investigation M24C0142 has identified some safety deficiencies relating to the protection of passengers.

Many of the Navark Faucon Millenium passengers were knocked to the deck due to the impact, causing injuries. Some of the passengers were treated in hospital. Their injuries were aggravated by sharp edges at the base of the bulwark stanchions and by the lifebuoy cradle at the front. Installing handrails and handles could improve the safety of passengers and staff on the vessel’s deck.

The bike rack on the aft deck wasn’t secured and moved during the collision. Other unsecured objects, including a stroller, were displaced by the collision impact.

The foregoing is provided for whatever follow-up action is deemed appropriate. The TSB would appreciate being advised of any action that is taken in this regard.

The investigation M24C0142 is ongoing. An investigator may follow up with you at a later date. Upon completion of investigation M24C0142, the Board will release its report into the occurrence.
