Good morning and thank you for joining us.

We are here today to issue two safety concerns, following the 2021 occurrence involving the container vessel ZIM Kingston at La Perouse Bank, off Vancouver Island, British Columbia, which resulted in the loss of 109 containers overboard, as well as an onboard fire that lasted for five days.

The occurrence

On 21 October 2021, the container vessel ZIM Kingston, with 21 crew members on board experienced parametric rolling, rolled 36°, and lost 109 containers overboard while drifting at La Perouse Bank, about 27 nautical miles south of Ucluelet, British Columbia (BC). A number of containers on deck were also damaged. Around 36 hours later, while the vessel was anchored off Victoria, BC, a fire broke out in a damaged container that held dangerous goods.

The Transportation Safety Board of Canada (TSB) will release its investigation report (M21P0297) into the ZIM Kingston container vessel, that lost 109 containers and subsequently caught fire near Victoria, British Columbia, in 2021.

Parametric rolling (PR) is a complex phenomenon that occurs when a vessel experiences the sudden onset of large, violent rolls from side-to-side. It has been recognized as a problem for more than half a century. While it mainly affects modern container vessels and car carriers, PR may occur with other types of vessels as well.
